And now for the story of Elias Morales...

ELIAS MORALES escaped the dragnet during OPERATION SLOW BURN and he has setup another base of operations to resume resupply of the Timawa Rebels on the island state of Maharlika, a vital Philippine ally. Reports coming from military intelligence in Maharlika indicate that the Timawa rebels are getting bolder each day, as the number of attacks on military outposts are increasing, with two major attacks on military camps at the foot of the Bayanihan Mountain Range, inflicting severe losses on the Lakandula army.

The effectiveness of the Timawas was further reinforced by the Kin No Yuri operatives sent to ensure that the Timawas are whipped up as cohesive fighting units. The guns and materiel being supplied by Elias Morales have furthered their development into such a formidable force that has alarmed President Lakandula, and demanded that the President of the Philippines either capture dead or alive Elias Morales, or risk losing a close ally during voting in the ASEAN and other international organisations.

The Philippine President knowing that Maharlika's cooperation ensure the economy of her country to be on a slow and steady path of growth, through preferential treatment of Philippine shipping in the South China Sea, and exploration of the potential vast oil reserves being searched in the waters between Maharlika and the Philippines, has no choice but to intensify further the search of Elias Morales. She has to stop once and for all Elias Morales from turning her country into one vast arms depot to overthrow governments in the region.

2010 is election season in the Philippines, and the President knows that besides leaving an economic legacy, she has to have a major military and police victory as her gift to herself and to the incoming President-elect come 12 June 2010, which is also the Philippines' Independence Day. With her reputation in tatters among the people, at least one good thing apart from guiding the economy through rough waters, would make her be remembered.

She knows she has the capacity to stop Elias Morales. With the New People's Army now reduced to a smaller force, and lesser number of operating fronts, she can devote more time and resources to find, fix, and finish Elias Morales. With the number of days until her term ends dwindling down, she must do it to put her legacy in stone.

As of 10 January 2010, the President of the Philippines signed a confidential Executive Order authorising units of the Armed Forces of the Philippines and the Philippine National Police. The two groups must combine intelligence and search efforts to locate Elias Morales and put together a plan where there is no escape for him. He must be captured or killed by 12 June 2010.
