The build adheres to the philosophy of the scout rifle concept, which calls for a light and handy rifle with a forward-mounted, low-power scope. Using the 5.56 cartridge, the custom Regulator was fitted with a Burris scout scope, giving the rifle a streamlined, almost science-fiction aesthetic.

Despite its initial unpopularity, he found the gun surprisingly fun to operate, noting its near non-existent recoil. Acknowledging the build's low practicality for most users, he says that the project successfully subverted his expectations, proving that even a "dumb" setup can be enjoyable.
